The Secretary of State, or America's chief diplomat, was appointed by the President
and approved by a unanimous vote in the Senate.
Secretary Rubio said the President's foreign policy is centered on the advancement of the country's national interest. Unanimous means incomplete agreement.
In other words, all the Senators voted the same.
In a U.S. criminal jury trial, a unanimous decision is required to judge someone guilty or not guilty.
